The SPM will work under the overall supervision of the Head of Area Office (HAO) Rakhine State. The SPM will support the HAO in all aspects of programme management and development as well as representation of SC as delegated. The SPM ensures the successful implementation of Save the Children International’s (SCI) portfolio of grants in Rakhine State, Myanmar through the support to the programme managers and their teams. The post holder will play a key role in grants and programme management, ensuring timely and efficient implementation of the awards portfolio in Rakhine State.
- Guide the Programme Managers and their teams to ensure the effective management of ongoing projects in Rakhine. In particular the SPM will provide support to the PMs and HOPs and supervision to the following:
- Workplans are implemented, challenges identified and corrective actions taken.
- APUs/ IPTTs and other relevant project management documents are updated and reviewed monthly
- Procurement plans are developed and regularly reviewed for all programs in Rakhine.
- Rakhine Program budgets are spent according to plans and in line with phased budgets that are up to date and reflect realistic spend estimates, necessary changes are raised in a timely manner to HoP, Awards and Donor.
- Assist HOA on leading the monthly Awards Reviews meetings with all departments, to identify challenges in planning and implementation
- Review the draft reports produced by Program Managers/PCs for defined higher risk and multis-sector grants.
- Ensure multi-sectoral programmes are effectively coordinated and efficiently implemented. The SPM will ensure coordination mechanisms between sectors are in place for frequent communication and joint planning and reporting.
- Lead the PMs and their teams in documenting achievements and lessons learned for use in advocacy and fund raising.
- With support from the HOPs and Sector Leads, and when needed in collaboration with Sectors/Clusters, ensure program activities in Rakhine are compliant with Save the Children and local regulations, norms and standards.
Programme development, program quality and partnerships
- Proactively identify opportunities to expand the Rakhine programme including the identification of suitable local partners.
- Support the HOA to identify the partners, ensure high level of coordination and collaboration with all partners, together with program leads (PM or SPM) and identify and assess capacity strengthening needs: program management, organizational development (OD), etc., ensuring partners’ support units are compliant with SCI and donor requirements.
- Support the program needs assessment and review assessment reports
- Support the development of new proposals in close collaboration with the respective Sector Leads, Heads of Programmes and Business Development unit.
- Ensure that budgets and workplans of new proposals are realistic and meet the needs of the Rakhine Regional Office. As focal person for proposal development in Rakhine, the SPM will ensure programs and operations, including HOA, are involved in the preparation and approval of new budgets.
- Champion the country initiatives to increase program quality, by coordinating joint trainings, reviews or use of standards tools and procedures in Rakhine (g. construction SOPs, safe programing, quality benchmarks etc.).
- Provide overview on the workplan of the Infrastructure Specialist and ensure coordination within the program and operations team for her/him to conduct period technical assessments and support across all programs.
- Ensure high level of coordination and collaboration with all partners, together with program leads (PM or SPM) and identify and assess capacity strengthening needs: program management, organizational development (OD), etc., ensuring partners’ support units are compliant with SCI and donor requirements.
Team Management and development
- Establish performance targets and ensure accountability for set targets of the PMs in close collaboration with the respective Heads of Programmes that serve as technical supervisors.
- Provide mentoring and coaching to the PMs to ensure that their performance is managed in line with SC requirements
- Identify development needs and capacity gaps of the PMs, teams and partner staff and support capacity building initiatives / interventions to address gaps and needs with emphasis on Project Cycle Management and proposal/report writing.
- Promotes effective team management and team spirit within sectoral teams and of the entire program team as well as within the region.
- Conduct at least monthly Program Meetings to ensure coordinated and integrated programming.
- Supports activities of staff motivation and trust building together with RMT
- Support Regional Human Resources and HAO in reviewing and adapting the program team structure, based on funding, programmatic needs and other considerations in order to constantly ensure a fit-for-purpose and cost efficient structure.
- Ensure the recruitment, training and promotion of field-based program staff as appropriate and ensure availability of appropriate professional development opportunities.
- Represent SC in relevant meetings, sectoral working groups, donor visits etc. as delegated by the HAO and coordinated with PM.
- Support the PMs in their representation in sectoral working groups, cluster meetings, workshops, donor visits by preparing presentations and information to be shared
- Supports PMs in regular coordination within clusters/sectors and with other relevant actors in Rakhine
- Support PMs and HAO in representation with the government
- Builts strong relations with other agencies and partners
- Support PMs in identifying and cooperating with local partners in Rakhine
- Support the HAO and Country Office in the analysis of the local context, including the identification of humanitarian and development needs.
Monitoring, Evaluation, Accountability, Learning (MEAL)
- Work closely with the Yangon MEAL team and Rakhine Program team to ensure that programming in Rakhine is evidence based and that MEAL plans are in place and are being followed.
- Supervise Rakhine MEAL team and support the roll out and implementation of Myanmar CO MEAL Framework and Accountabiltiy SoPs in line with the local context
- Support the Accountability team to roll out, monitor and strengthen the Complaint Feedback Mechanism (CFM) under the responsibility and management of the HOA.
- Work closely with the Yangon Sector Leads and HOPs to ensure that evaluations are carried out when required; clear TORs for evaluations are in place for evaluations and the appropriate level of output (donor ready report, lessons learned for programme staff etc.) is delivered.
- Support documentation of lessons learned and best practices for adaptative programming and to inform new programme development in Rakhine and other regions
- In consultation with key advocacy staff and under guidance of the HAO, support efforts at local level to change policies and practices for wider and lasting impact on the lives of children in his/her region.
- Deliver high quality results in line with the terms of reference, in a way which maintains the reputation of SC.
- Engage in emergency responses when required.
